"During the 15th Five-Year Plan period (2026-2030), we will focus on the blueprint outlined in the 'Three Hubs and Four New Missions' Strategy and spare no effort to basically build Changsha into a global R&D center by 2030, elevating the city's overall innovation capacity to the forefront of global innovative cities," said Huang Rong, Director of the Changsha Municipal Bureau of Science and Technology and Secretary of its CPC Leadership Group, at a press conference held on December 15 to mark the 10th Plenary Session of the 14th CPC Changsha Municipal Committee.

“‘十五五’期间,我们将锚定‘三高四新’美好蓝图,全力推动到2030年初步建成全球研发中心城市,整体创新能力迈入全球创新城市前列。”15日举行的中共长沙市委十四届十次全体会议新闻发布会上,长沙市科技局党组书记、局长黄蓉说。

With the goal of becoming a global R&D center, Changsha has made a series of solid achievements in recent years. Going forward, the city will develop a high-quality innovation spatial layout, accelerate the construction of Xiangjiang Science Town as the "main engine" for scientific and technological innovation, and further consolidate the concentration of scientific research elements, R&D tasks and technological achievements. It will leverage the Changsha-Zhuzhou-Xiangtan (CZT) Independent Innovation Demonstration Zone and the city’s status as a National Innovative City as primary innovation platforms, striving to build a national-level hub for industrial technology innovation.

近年来,长沙瞄准“全球研发中心城市”新坐标,取得了一系列扎实成绩。据介绍,长沙将构建“高品质”创新空间格局,加快建设湘江科学城科创“主引擎”,提升科研要素、研发任务、科技成果等的资源集聚度;发挥长株潭自主创新示范区、国家创新型城市等全域创新主阵地作用,打造国家级产业科技创新高地。

Changsha will strengthen the introduction and cultivation of high-quality R&D institutions, increase the proportion of institutions with "four global attributes", and set up high-level R&D hubs in frontier and future-oriented fields. The city will also strive to attract more national-level platforms, including State Key Laboratories and National Manufacturing Innovation Centers, while actively seeking the deployment of major national scientific infrastructure within its borders.

强化“高质量”研发机构引育,长沙将提升具有“四个全球”属性的研发机构占比,在前沿未来领域前瞻布局一批高水平研发机构;争取更多全国重点实验室、国家制造业创新中心等“国字号”平台落地;积极争取国家大科学装置在长布局。

Huang noted that Changsha is focused on advancing its modern industrial system, aligning innovation chains with the needs of industrial chains, and enhancing technological support for industries. The city is committed to securing technological leadership in key sectors such as equipment manufacturing, advanced materials and seed industries, while also fostering distinctive advantages in cutting-edge fields including brain-computer interfaces, quantum technology and embodied intelligence, with the aim of generating a host of pioneering technological achievements.

黄蓉介绍,长沙聚焦现代化产业体系,围绕产业链部署创新链,提升产业技术支撑,力争在装备制造、材料、种业等关键领域占据技术高点;在脑机接口、量子科技、具身智能等重点领域形成独特优势,催生一批前沿技术成果。

Meanwhile, Changsha will refine a highly efficient system for the commercialization of scientific and technological achievements, striving to develop the CZT cluster into a National Demonstration Zone for the Transfer and Commercialization of Scientific and Technological Achievements. It will expedite the establishment of proof-of-concept centers and specialized pilot-scale testing bases, promote the gradient growth and capacity upgrading of technology-based enterprises, and ensure that all above-scale high-tech enterprises are equipped with dedicated R&D institutions. Additionally, the city will leverage the guiding role of government investment funds and attract "patient capital" to provide full-cycle financial support for innovative enterprises.

同时,该市完善“高效能”成果转化体系,争创长株潭国家科技成果转移转化示范区,加快建设概念验证中心和专业化中试基地;推动科技型企业梯度成长、能级跃升,实现规上工业高企研发机构全覆盖;发挥政府投资基金引导作用,吸引“耐心资本”对企业全周期金融支持。

Furthermore, to foster a high-level open innovation ecosystem, Changsha will deepen collaboration with regions such as the Guangdong-Hong Kong-Macao Greater Bay Area, accelerate the internationalization of its technological strengths, and integrate more deeply into the global innovation network. Adhering to the principle of "prioritizing investment in talent", the city will advance the integrated development of education, science and technology, and human resources, with a view to building a tiered and dynamic team of innovation-driven talents.

此外,在营造“高层次”开放创新生态上,长沙深化与粤港澳大湾区等协同,加快“科技出海”,融入全球创新网络;坚持“投资于人”,一体推进教育科技人才发展,打造梯次分明、富有活力的创新人才队伍。
